HitBTCからのメールはスパム？
最近のICO上場の最も多いイギリスの大手仮想通貨（暗号通貨）取引所・HitBTC（ヒットビーティーシー）から、日本人取引の停止通達メールが届いた。
Dear Sir or Madam,
In accordance with the Japan Payment Services Act, HitBTC has to temporarily suspend providing virtual crypto currency exchange services to Japan residents. By accepting the Terms of Service, you have agreed not to use our Services and immediately cease using those if you are a resident or become a resident at any time of the state or region, where HitBTC is not authorized to act (see cl.2.2.(g)).
We have detected that you use or have ever used our services from an IP address registered in Japan, or any other services registered in Japan, therefore, our system identifies you as a potential Japanese resident. In order to be able to continue providing our services to you, we have to ensure that you are not a resident of Japan.
We kindly ask you to provide us the following documents:
Your ID (a clear and recognizable scan or photo copy of your passport or ID card);
A permanent residence address and the documents proving this permanent residence address in accordance with the law, or at least: (i) residence permit or official registration at the place of residence; AND (ii) a bank account statement not older than one (1) month prior to this request containing your permanent residence address.
The deadline to provide the documents is fourteen (14) calendar days from the date of this request (Deadline Date). Please use this form to upload the documents and we will proceed them at top priority. Do not provide the information via other means.
In case you are interested in opening a verified PRO account, you can do this with the help of our partner Sequant Capital Limited, an FSA-regulated UK broker company https://www.sequantcapital.com/.

さらに、このメールが届いている人と届いていない人がいて、公式テレグラムでも「デマだ！」とか「フィッシングや！」などの憶測が飛び交った。
しかし、メールの内容をよく見ると「あなたにサービスを提供し続けるためには、あなたが日本に住んでいないことを保証する必要があります。」とあり、日本人の場合証明書を提出したところで取引の一時停止は免れない。
となると、フィッシングだとすれば日本人以外を標的にしたもので、リンクをクリックしなければ問題ない。
ところが、HitBTCの「Legal information（法律情報）」の「サービス制限」には下記の表記がある。

For the avoidance of any doubt and in accordance with the Japan Payment Services Act, HitBTC has temporarily suspended providing virtual (crypto) currency exchange services to residents of Japan. In case our technology detects that you use our Services from an IP address registered in Japan, or any other services registered in Japan, you would be asked to confirm that you are not a resident of Japan by providing information on you residency within KYC procedure. If you are not a resident of Japan and interested in opening a verified PRO account, you can do this with the help of our partner Sequant Capital Limited, an FCA-regulated UK broker company.”

これは、本来取引が一時停止されるだけならMEW（MyEtherWallet）に送信してホールドすればよいだけのはず。
しかし、ノアコインの送信手数料が高額なことからBTCまたはETHに換金して逃がす手に出たように思われる。
ただ、ここで慌てては行けないのは、メール下部の文章。
If you fail to provide information about your residency by Deadline Date OR confirm that you are resident of Japan we will suspend providing services to you and you will only be able to withdraw your crypto assets from HitBTC.
